I'm working on switching from enhancement to elemental and I'm probably going to grab some of the pvp gear. I want to go with the 1h/shield but it seems like the staff has objectively better stats in every category. Am I missing something here or is the staff just 100% the better choice?

1H/shield is the best because of the armor from the shield. It helps a lot.

If it's for PVE, take the staff if the stats are better. You don't care armor in PVE (even if I still prefer 1H+shield).
For PVP : 1H+shield of course.
