there is even a huey mod on curse gaming for chopper / mimi head. not against tos.
Even during vanilla most hunters replaced that annoying gun sound.

Pretty much what machinelf stated.
You are not modifying any of the game files, only taking advantage of a very intentional and well supported feature.
The game data has files with its effective path stated, much like how they would be in a zip, rar, and other archive format.
The wow client will examine the real file system for that same path when it tries to use a ui graphic, or sound and then replace the default should an external replacement be found.
That can be done with sounds, as well as UI graphics as demonstrated by various sound muting/replacement collections as well as MiirGUI, and Onyx UI for the UI graphic replacements and CleanIcon collections for Icon replacements functioning the same way.
