They will probably do the same thing as was done to MoP capes, as you level it get less and less powerful, until at cap level it simple serve as a stat stick

For the first few lvls before Core start downgrading its gonna probably have an intresting interaction with the windfury that doomwinds make proc, probly gonna be an intense burst with ring and soul cap, even thought wont least for that long due to lvling up
