The naughty parts are the only thing they actually do model themselves. And something isn't considered fair use just because you aren't making money off it. If you are stealing someone else's stuff like that, you won't even get close to being considered fair use.

They're just giving what they deem inappropriate free advertisement by making a fuss over it. GRANTED, in Overwatch's case it's pretty much impossible to look up any images of characters on a protected search without some sort of barely cropped Rule 34 of Tracer appearing, but then the same could be said of other popular IP's like League of Legends too.
