For the life of me, I can't seem to find the upgrade npc for the hunter class order hall. Some help please?

Hes not in the building but outside

Yeah, I already unlocked him. I was 106 when I asked.

When you exit the Lodge building, go right, he should be there next to some vendor NPCs.
