Blood Thirst got nerfed ? or buged on PTR ?

just noticed it now

it only heals for 2.5% of your HP not for 5%

Okay nvm it seems like if you test stuff on a pvp training dummy it will scale down bloodthirst healing to the nerfed HP level even if you still have 400+ K HP it acts like you only have 200k+..........

Go ahead and report it so blizzard can fix it a month after release after lamenting that players werent bug reporting enough as they tend to do.
