    are PVP talents effective anywhere?

Besides BG/Arena are the PVP talents usable in World PVP, Solo, Dungeons, Raids etc.

Yes, they are. You can use them in duels and basically any time you go punch someone.

E: To clarify it's PvP talents for PvP, so not for Raids/dungeons; they will just remain on your actionbar but unusable. Any form of PvP though, they will activate.

Do you have to be in pvp combat? or can you open with these talents on the condition you are targeting a player.

In the world you have to be in PvP combat, in instanced PvP they are always enabled.

For duels and WPvP, it's a little weird. For example, they don't just activate when you start a duel, you have to attacking the player. As of right now (beta) if you are duelling someone and hit them, but then stop attacking them they will de-activate once you leave combat. It can take a few seconds of being back in combat with them for them to re-activate too.

It's not perfect, but I do like it. It stops the PvE crowd and the newer players from feeling like they have too much, whilst PvPers have a few extra abilities.

That explains why when I just toss the flag down nothing happened. This is good info.

Honor Talents (or PvP Talents as you call them) are active whenever you enter player combat, just like the ilvl boost on current PvP gear.
