does anyone know how to activate/access the chest of riches which is the tier 2 order hall trait?

Every 6 hours it spawns in the Arena, kind of like the Gurubashi chest. This is assuming you mean that one, don't actually know what it's called, but as it's the only chest I know of in the order hall, that's my best guess. 00:00/06:00/12:00/18:00 CET is when it spawns.

can anyone loot it? or you need to fight it out for it?

It's a box that sits in the middle of the PvP area. Every time on beta all I got was some pots from it.
