The problem is that growing just the organ by itself is going to be easier and cheaper and less well controversial.
The desire for all human body parts isn't exactly the same. No one needs like over 75% of the body even for medical research especially if you do this on a mass production scale.
The only situation where growing a whole new body makes sense is if we solve brain transplants then a new body makes sense.
