warrior pve and pvp

Heei i am going to play In Legion as Protection warrior in pve, but i will play arms in pvp. And i wonder is it possible to use two specs and be equally strong. Like do artifact power affect you in pvp ?
Or will i have big disadventage since i focus on 2 speccs from start of expansion

Artifacts do play a role in PvP.
You will not be able to equally level all artifacts from the beginning.
If you focus on one artifact, you will be weaker in the other sector.
It will take a while to have all three artifacts on the same level.
