Leveling Spec?

Is vengeance enough dps to be viable while leveling? Or is Havoc with its superb aoe the superior spec for burning multiple mobs?

Yes vengeance is fine.

Probably better in some cases.

Just level as the spec you plan on maining.

The difference in speed is less than 15-30m most likely and if you are in a group with all dps you being tank will probably just be easier anyway.

Imo playing your spec of choice while leveling gives you a feel of its dynamic and you learn actively a lot of your skills.
