IIRC when i was testing the talent at 100, the case was that if you casted Doom and then just waited (meaning you were getting out of combat) that it doesnt spawn an imp. If you kept yourself in combat until Doom ticked it spawned the imp. I dont know if thats still the case at now, since with current content and lvling i have not even bothered with anything other than implosion in that row.
Keep the above in mind if you keep testing it.
