That seems to be reasonably consistent with what people are reporting, and it doesn't seem that unlikely, so it's probably correct. However, people are also reporting that casuals are tending to get legendaries more than non-casuals, and that supports the theory I suggested, that the bad luck protection is operating in reverse (for people who don't have a legendary yet). This is a less likely hypothesis, but I just want to rule it out.
Now, if the bad luck protection is operating in reverse, likely anyone who's been grinding legendary drop chances for this amount of time has literally 0 chance of getting a legendary now. That means disproving this requires only 1 example, no carefully done statistics required.
So, if there's anyone who has:
reached level 110 first/second day of legion
done every emissary quest
done at least 1 random heroic a day
done all mythics every week except arcway/cos first week
not received a legendary in weeks 1 and 2
but has received a legendary week 3
then post here and I will consider this hypothesis disproven.
I expect many to post examples quickly and people to laugh at me for how stupid I am... but on the other hand, if not...
