Why the constant nerf to BM?

So, rogues get A Master Plan, and paladins get Libram of Truth to increase the success chance of a single mission by 20%. I believe priest equivalent is a "Blessing of the Order."
How do you obtain these single use items to increase success chance of a mission by 20%? My paladin has a follower that can bring them back. Rogues have the same thing. Am I missing something with my priest?

Perhaps Rogues don't get Healing Wells? Ishanah has a chance to create +1 vitality item. Mages do too, except themed as Conjure Food.

Finished T5 research today, and the Blessing of the Order workorder NPC appeared.

I have artifact research up to lvl 5, however i have nobody that grants work orders for these. Can you tell me the name/location of the npc?
