[Balance] Possible lead to new artifact weapon appearance ?

I am not allowed to post image or links so here is the message from Nightwatcher Idri:
"reports indicate that there is a colossal crab dwelling within the shipwreck shoals. supposedly its claws are stronger than steel! we could fashion them into mighty weapons"

this is what happened:
Spec: Balance
I received this message right after I landed class hall from Mythic+2 Eye of Azshara run and I have class hall study lvl 5, apparently it may related to the world quest which asking to slay a giant crab but it doesn't specify the term "fashion into mighty weapon", but the quest reward is a pair of boots
then when I came back to do a regular Mythic EoA, near shipwreck shoals, there is not sight of a giant crab
later on I flew to the EoA area on the map, still no sight of giant crab around

any thought?

When you leave a mythic + where there's a WQ for that dungeon you get the intro talk for the WQ. That's all.
