Honestly, they all work, just hope you don't get teh neck, helm or boots. That said, at one point the top parsing Spriest on Xavius and Cenarius had only the helm. But from what I've heard the belt is vastly over rated bc of how our stat priority works and how well we synergize from AS over SI. Theres a forum post on the first page explaining it further.

shoulders are the best legendary for elereth, dragons and xavius. Belt for nythendra, ursoc and cenarius. Wrist for il'gynoth
