Total fantasy, as much as I would like this to happen there is no way blizz will do any of those things for us. I'm throughly convinced that they decided to have frost on top and unholy as shit tier this expansion. They are too lazy to fix unholy and I'm rerolling to a difference spec
I think scourge strike popping 2 wounds baseline might be a bit too strong, but apart from that I like all the other ideas. Could even make the Mass Asphyxiation some sort of trade off for Death Grip. Maybe giving Death Grip a longer cd if you take the talent, or removing Grip all together.

I think that Unholy has fallen into the same issue as other classes/specs, like affliction warlocks.
The devs are quite deliberately locking them into a specialist niche. For affliction our niche is sustained aoe; for destruction it is cleave. Both of those have very poor pure single target damage, partly to stop multi-dotting and cleave going out of control.
I think it's part of the return to having classes or specs fulfill particular roles, excelling at certain things but being poor at others. It's a reversal of "bring the player not the class", I guess they think that it makes building raid comps or whatever interesting.
Unfortunately where it really falls down is this:
The current raid comment is very one sided, in that there's no real use for affliction or unholy DK specialities
When those specs do badly, they do very badly indeed
There are god-classes like mages who excel at everything
Sadly the recent round of so-called "buffs" tellme this won;t be changing. Affliction for example excels at sustained aoe and in 7.1 it got buffed even more, whereas it is absolutely awful at pure single target which actually got nerfed slightly.
I think Unholy DK's are in the same boat, and basically are left praying that raid encounters will play to our strengths
I don't mind the ide aof strengths and weaknesses and these making raids build well-rounded teams, but it requires more variety in raids than we got in Emerald Nightmare, and it also requires that there not be thingslike fire mages who are just good at everything
That's just bad balance
It is very noticable that any buffs that do come are increasing strengths and not touching, or even makign worse, obvious weaknesses
Even Blizz aren;t so dumb they don't see in logs how badly some classes/specs are doing in certain encounters. They are quite deliberately leaving it like that and ladling out welfare buffs to make players feel better.
So sad to say I do not think that UH DK's will be changing much, at least until after all the currently implemented (up to the Nightwell) content is done.
For one thing it requires pretty much a redesign - some specs just wouldn;t be good at certain thing unless you buffed them by massive amounts, which would likely cause them to be wildly overpowered in the specialist area.
I Love Castigator, but it should not be the only real option in that talent row the 2 wound SS change makes it more functionally useful for CS/UF builds, and makes PvP more functional for Unholy because the nature of PvP meaning Unholy frenzy is useless and our given stat template (lack of crit) removes the ability to take castigator, meaning your taking CS all the time without question (and honestly i think blizz intended for this)
and the mass asphyxiation is on the same Tier as Abomination, which has our functionally useful AoE wound spread AND our 2nd grip. the trade off is more than fine as your basicly giving up some extreme AoE burst (possibly the highest in game) for AoE stun utility
