Will of the Necropolis vs Fouls Bulwark- which is best for EHP?

Bone shield gives 16% reduction + 8% from skeletal shattering proc = gives 24% and if you have spectral deflection talent you can have up to 32% dmg reduction when being hit. If you add will of the Necropolis on top of that it seems Blood DKs can have crazy high passive mitigation. My question is how much dmg reduction does will of the necropolis account for overall?

Very bad. It doesn't reduce damage that brings you below 35%.
