I'll clue you in: If a country violates it, there's nobody that's enforcing it. If you want to enforce it, you feel free to start wars over such disagreements. Japan is violating article 14 and so is South Korea. Go to war with them and start making them abide by it.

Asylum is part of the human rights:

Article 14.

(1) Everyone has the right to seek and to enjoy in other countries asylum from persecution.
(2) This right may not be invoked in the case of prosecutions genuinely arising from non-political crimes or from acts contrary to the purposes and principles of the United Nations.

Notice that it says seek but it says nothing about whether it has to be granted. They have the right to look for asylum they don't have the right to be granted asylum.

Not that it matters the UN has no power whatsoever to enforce its rules on any nation.
