Uncertain Reminder (BL Legendary)

Correct me if I'm missing something, but I didn't know if I should laugh or cry earlier, when I saw it's back down to 75%.

How does this make sense? Mages have the same double-BL legendary, except it's a tiny bit better, because as I understand, they can split the 2 BLs out to have them during cooldowns. So even at 100%, the new Shaman legendary is a tiny bit worse, but that's a small concern. But really, 75%? It's been a joke for many years that all Blizzard developers play mages, I guess they still do..?
