It's actually "...to prioritize refugee claims made by individuals on the basis of religious-based persecution, provided that the religion of the individual is a minority religion in the individual’s country of nationality". Helps when you actually read what was signed. No where does that differentiate between christian, jewish, hindu or any other religion for that matter. So you were wrong there as well.
