When does someone truly forfeit the right(s) to live?

Yeah pretty much when do you think, if at all, does someone lose the right to live after doing wrong one too many times? I was thinking about this because there's a recurring thief and conman on the internet that also goes out of his way to make everyone hate him through even more ways. I then just wondered why does this person deserve to live? Would anyone mourn such a person if he died? I can't understand people that claim bad people supposedly have relatives that would be hurt by their demises, but I strongly disagree because I'm of the belief bad eggs spawn from bad/messed up genes so such people have no rights to feel bad.
