Camera rotation speed

This thing is broken. It's too slow at 0% and too fast at 26%. How do I fix it? I tried editing the parameter in the AppData......./swtor folder, but it didn't help. The game is stuck at whatever option its set from the ingame UI.

Also, when someone is targeting your rotation speed goes up, dunno why, but it happens.
