Your idea fails as it does not take into account that we are not under any obligation to follow your rules, yet for practical reasons they would have to be at least compatible if we lived next to each other. Someone would inevitibly have to change any laws that seriously conflict and if we cannot agree on a compromise, then force is used.
Your society would rely on dispute resolution, such as courts and force of arms if such disputes are unable to be settled amicably. You are not changing the current paradigm, you are creating it.
Your idea is not a revolutionary concept, nor anything that we should aim toward, it is utterly pointless. It is like reinventing the wheel as a square, then rounding off the edges.
