I've cleared the broken shore with this buff and didn't get any ap drops due to it.Does it only proc on world quests that give ap?Does it give a set amount of ap or does it duplicate the amount that would otherwise be given?

Procs on any quest. Pet battle, non-ap quests or AP quests. I've done about 80 WQ so far, chance seems to be somewhere between 25-33%, leaning towards 25%.
