Feels like my Netscreen is getting too old... unfortunately I have not found anything to replace it with.
Requirements...
- Low cost.
- Rack mounted.
- No moving parts (fans or other).
- Three or more zones (Trust, Untrust, DMZ).
- Secure (duh).
- Easy to configure, maintain and monitor.
- Deep packet inspection would be nice.

I'd probably recommend a custom built Pfsense box or maybe an Edgerouter 8 (nvm about the er-8 not fanless) but I have no clue what your idea of cheap is. Depending on performance requirements you could save money by just getting a 1U shelf and an edgerouter-x or lite
