If I faction change to Horde, can I still buy the S4 Elite gear with obtaining the achievement as Alliance? Or do I have to get 2k again as Horde

I know most pvp rewards it doesnt transfer over... that being said 2k is a achievement so maybe?

yes once u obtain the achivement for that season it stays with you meaning you can buy the gear im certain on that

Atm, you can't buy S4 elite gear like you could buy S3 elite with marks of honor. You need to grind/obliterate s4 elite gear to get it.
