I'd refer to her as your wife's sister in law; I'm not sure if there's a technical term for your relationship.
well.. (as others have said) if we break it down a bit, she would be your wife's sister-in-law. Because you are married into each others family, your wife's brother is now you're brother; we say "brother-in-law" to signify it was through marriage and not blood. But that still makes your brother-in-law's wife, your sister-in-law. Because she is now part of the family too, and therefore a sister using "in-law" to signify it is through marriage.

Well you can call her BIL's wife, your wife's SIL or just sister-in-law kinda?
BIL is brother in law btw. Some people call their in-laws BIL, SIL, MIL or FIL (Phil) for brother/sister/mother/father in-laws.
Sis probably. In my culture friends of your parents become aunties and uncles and their kids like siblings. Unless you start pursuing them romantically of course.
