Practical performance difference between these systems?

I've been contemplating upgrading my rather old PC for an all-new build for quite a while, but recently I've started to question how much of a difference it's actually going to make. I currently get 40-60 FPS with V-sync on in pretty much all games (70-80 without V-sync), but some more intensive or poorly optimized games drop to 20-30 FPS.

What's made me question this is seeing other people with Ryzen 5s and overclocked 7600ks in Wow only getting 50-80 FPS...

i5 4460 @3.2Ghz
8GB DDR3 RAM @1600Mhz
H81 Motherboard
GTX 950 2GB
32" 60hz monitor @1080p

Proposed system 1:
Ryzen 5 1600 (overclocked to 3.8'ish)
16GB DDR4 RAM @2400Mhz
B350 Motherboard
Radeon RX 570
32" 144hz freesync monitor @1080p

Proposed system 2:
i5 8600k (overclocked to 4.8'ish)
16GB DDR4 RAM @2400Mhz
Z370 Motherboard
Radeon RX 570
32" 144hz freesync monitor @1080p/1440p

What sort of performance increase would I actually be looking at, both in Wow and other newer games? I suspect it's not going to be very much.

The issue I have here is that my system is so old that I can't upgrade one thing without having to upgrade another, and another. And because of having to upgrade so many components at once I can only afford mid-ranged stuff instead of the higher quality stuff I would prefer.

The monitor changing would show you the difference most clearly - if you really want to see the difference, get one of those two builds, both are decent enough, and hook your old computer up to the old or new monitor, then hook up the new computer up to that same monitor.

Either system will be a definite improvement though, especially because of the GPU.

I am kinda interested why the RX 570 though.

Graphics cards are expensive as fuck right now. And I want an AMD for Freesync; the 570 is the best I can afford.

Current motherboard is H81 (1150 socket) - incompatible with any new CPU. So to replace the CPU I need a new motherboard, if I need a new motherboard I need new RAM... and all of it is pointless on a 60hz screen, so I need a new screen as well. And a Freesync screen is pointless without an AMD graphics card.

It's a domino effect of upgrades.

It's possible to get those H81 boards to overclock. Not to crazy levels but selling your 4460 for like $100, getting a 4790K at like 4.0-4.2, you're out $100 and getting about the same performance you would on a $400-500 overhaul (not including the GPU or monitors)

That said, if you really want to go whole hog.. I feel like a 570 is going to have trouble pushing good frames on 1440p
