I know I can sim but given the 4pc MM bonus is it a must go over 20+ higher ilvl gear with mastery on it?

It seems you are answering your own question there. Sim it. That's the only solution other than "it might be better, or it might not be" which I'm sure you agree is so incredibly unhelpful.
