This is the part I don't get. Repealing section 230 seems to do the exact opposite of what he wants here. If you make Twitter liable for everything said on twitter, then they have to moderate to a much more extreme extent they do. This gets even more convoluted when you actually address a President that uses a private platform to announce official federal policy. Does that make twitter liable for all of Trump's policies?

I mean I sort of get it, this is intended as a punishment, nothing more. The consequences are not important here, it is just lashing out to hurt someone who angered him. This is a prime example of if he gets his way, it will hurt him as badly as it will hurt twitter.

He thinks it won't apply to him because he's Trump and president. He thinks he'll win against twitter AND he will get to post his own shit still. He's not one for looking at long term consequences. Or even short term one. Or any really. They won't apply to him. He's Trump.
