    Unfortunately this is a pretty standard part of the military. As you go up through the ranks, you get more and more used to dealing with the incompetent shennigans of superiors, and less and less inclined to speak out against them. Those that constantly fight the stupidity tend to leave the military earlier, and thus do not make general. Making it rare to find a General who actually has a spine.

    As an example, I was a Troop commander in Afghanistan, and the idiotic metric that CENTCOM decided to track to measure our performance was literally just hours spent outside the wire. With the idea that the more "Presence time" we had out in the countryside, the more we would be in control of the area. What this led to is our troops completing their missions, and then being told to faf about outside the wire for several more hours, endangering themselves for absolutely no tactical purpose. Myself, and the two other commanders in the area both fought that bullshit constantly, because our soldiers were soaking hits they didn't need to be taking. All three of us left the military within 6 months of returning. Meanwhile, the staff officers that cheered that shit on all happily pinned on Major and continued up the chain of command. To be clear, all three of us commanders could have continued, nobody got their career locked, but we were all so sick of being forced to constantly endanger soldiers, and getting berated for trying to take care of them.

    Kelly's bullshit is entirely typical of senior officers. Endless backbiting, no public spine. He has been conditioned to toe the party line for decades. Mattis actually did speak out publically, but most of them won't.
