For me the time is jumping around (also backwards - last from 19:48 to 19:39). For reference, it's currently 21:07 local time here (9:07 PM)

I doubt it would be a troll, most likely it's either a mistake or was posted too early. If Donald Trump were to resign, it would be done and official before he gave a speech. Not saying we should get our hopes up, but yeah.
