Though Texas was being Texas on vaccines long before COVID. The history of HPV vaccine sure gave an outlook on how they were going to handle vaccines going forward.

Pharma isn't as simple as "let's produce a thing". Creating a new product, even if it's a compound that already exists, requires sourcing pharma grade materials, writing new QC methods for any new raw materials, drafting specification files on your product and which methods from the USP or Ph.Eur. (or both) you will use to comply with those specifications. Then you need to qualify your new production line and get that approved, train personnel, and probably a hundred other steps I'm missing.
Producing a drug is cheap. Adhering to Good Manufacturing Process to ensure the patients safety is not.

As far as the manufacturing process goes, nothing you said is at all unique to the manufacturing of pharmaceutical products. Each industry has its own standards, but those standards spill into every other industry. Pfizer doesn't manufacture their own pill bottles, those come from somewhere else. They don't get to charge ~30 times what the product cost to make because Pfizer can just go somewhere else to get it. However, you can't do that with medicine which is why these companies get away with it.
All my machines have to be qualified by VARIOUS sources, including customers, the actual manufactures that supply them, and government entities. All my workers have to be trained to use these machines. My in house QC has to develop SOPs, work duties, and other policies surrounding them. We don't get to pass that cost onto our customers though.
Adhering to good manufacturing processes in incredibly easy but yes, it does cut into your profit margin. That's the price of every business though.
