Possibly, but Trump is a very reactionary person that is super susceptible to suggestion from those around him. Its very likely a lot of these are ideas given to him by others and he just runs with them because they've convinced him they're super brilliant ideas he can take credit for.

It's still direct threats issued against allied nations, and those have political consequences. They're not "jokes". No more than someone threatening to shoot you with the gun they've got in their hand is. "He'd never actually pull the trigger, he's just joshing you! Why you mad?" isn't a rational response to that.
