Congress putting FEMA in the budget and Trump just removing FEMA sounds like another Constitutional struggle on the way. Simply put, Senators and Republicans are elected by their state/district, so letting them die in a fire or flood might be a step too far.

But I think you're right, and sadly, it's the only way out. The only way some people will realize voting for a fraud felon senile retarded sociopath was a mistake, is when it actually hurts or kills them. He lost 2020 because of COVID, so the theory has some backup.
