    He was already planning on stepping down, he just refused to so long as Biden was going to be the one to replace him.

    He wanted Trump to replace him to continue dismantling the Post Office.

    Wish this was normal disfunction but no, this was the plan from the start. He even mentioned stepping down almost immediately after the inauguration.
