No they won't the entire point was to start out absurdly high then drop to the point they actually wanted as essentially a national sales tax. It says that multiple terrorist groups are active in Afghanistan. The same is true for dozens of countries abroad. If you want particular dangers to the citizens of that country, I'm afraid that the US State department has a particular focus on the citizens of the United States.
