Considering how fast Noem was able to dissolve ICE's budget in a couple months with pointless publicity stunts, I'm guessing about 40% will actually be used for ICE itself (Paying people and upkeep), about 25% will go to more photo-ops and pointless shows of force so they can smile at the camera. And the last 35% will just be paid towards the people running prisons and department heads.

Trump is the embodiment of everything that the world hates about America. A greedy, self-centered, self-important, anti-intellectual myopic braggart.
