Will SNAP benefits be paid in November?
Funny story: $8 billion is the amount of funding Trump found he said he would pay troops with. I don't think he actually did.The USDA’s shutdown contingency plan allows the agency to tap into reserve funding to keep SNAP operating if the federal government remains shut for longer than a month. But it would cost about $8 billion to keep benefits flowing for everyone in November, which makes scraping together funds challenging.
"Well surely the contingency fund has that $8 billion!"

Team Trump didn't put any in there. Normally that amount is for unexpected shortfalls, not "Trump shuts down the government".
"Well at least everyone will be paid equally with the money that's left."
Incorrect. Team Trump will prioritize who gets their benefits first. And while that is likely going to be "red states are given benefits first" first of all that'd be a nightmare to legislate and there's no time to change the rules (through Congress) so it'll likely go by age or family size first, and second of all, with only $6 billion to work with, the matter will be moot in a hurry anyhow.
Now, Team Trump is blaming the Democrats for this.
Just a reminder, that blame won't help when red states feel the pinch and have only red states to help them out, which they won't. Further, that blame won't work when Trump keeps bragging about all that tariff money, which at no point did he say would pay for SNAP benefits. Tariff money is far more than SNAP benefits, by the way, Trump could divert tariff money easily. He won't.The letter, a copy of which was obtained by The New York Times, said that the Agriculture Department’s Food and Nutrition Service, which operates the food stamp program, known as the Supplemental Nutrition Assistance Program, or SNAP, was exploring contingency plans. But it directed state agencies to pause sending vendors the electronic files typically used to load the benefits for November.
“We’re going to run out of money in two weeks,” Brooke L. Rollins, the agriculture secretary, told reporters at the White House on Thursday. “So you’re talking about millions and millions of vulnerable families, of hungry families that are not going to have access to these programs because of this shutdown.”

Well, if you're in a blue state, good news, most of them have related or backup programs. If you're in a red state, you get what you voted for both locally and federally.
