It wouldn't have any effect on a Congressional matter such as this as all materials would still be forced to be turned over since it doesn't have anything to do with any active lawsuit or court case.

Even in matters of national security and the like, Congress can demand classified materials to be seen.

I hate to ask this but who's going to force Trump to hand over anything? Congress could pass a freaking amendment to the Constitution, SCOTUS could rule it Constitutional and still no one could force Trump to hand over anything now. The only reason we got the nuclear secrets from him was because at the time he was citizen Trump.
