if i hit kingsbane then go range and spam poison bolt does it start buffing dot of KB

I also have no idea if there is any advantage to doing it but seems like a reasonable way to kite some folks in pvp

Just test it at an dummy and look if damage goes up.
When you need to kite someone because of what ever reason, yes you can do that. Put your bleeds on, kingsbane if you like and kite.
