I can tell you with 100% certainty that my internet in mainland EU is just as much more reliable and more quickly fixed when issues than it was in the UK.

Last time I was in the UK and wanted to watch porn it was blocked and told me to contact the government to unblock it.

Some pirate sites are blocked by the governments of some european countries.

EU-wide blocked sites are sites blocked by the site owner because they cant be bothered to follow EU laws. But leaving the EU won't change what sites the countries government wants to block.
