Forcing the education required for training an entire population of the first world countries to become "hard" with no reason that would economically benefit their countries (doing the opposite, instead, forcing taxes that would be required for such a mass-scale education in that regard) is bad. There is no mass-scale reward other than feels-good sensibilities.
In all seriousness, if you want other people to "get hard" then start with "getting hard" yourself and leading by example. Be hard, show off how it makes you successful, and others will want to "be hard" as well, striving with their own resources in order to do so. Not taxing the population for some sentimental ideal of "everyone needs to get hard, because it is good" mindset.
TLDR: "People get hard because their life gets hard, therefore, don't create a state/federal funded tax to train people to get hard, let being soft result in them getting hard on their own.
