1. Spacegoat girls, particularly in vintage model when they had pretty faces too.
2.5. Belf girls arguable second: if you could have WoD body with pre-WoD faces, they'd be the obvious no.2.
4. Human gals would be an easy no.3 if either 1) they moved with some grace and didn't have the Jamaica Mama Teaties or 2) new models had human faces
Nothing else needs mention.

I'm going more off of artwork and cinematics, and not game models. I would say a close Tie between Female Blood Elf, Night Elf, and Draenei.
