The PvP direction of the game

Based on what we've seen from PvP in Legion, and the direction that they are taking in BfA, I believe that the WoW team has the following as a general direction for PvP in WoW:

    1. They want PvP to be it's own thing and be entirely separated form the rest of the game.

    2. The above is done with the intention of making PvP easier to balance, so they can spend as little time on it as possible.

    3. They want to create a PvP system that can just work without much developer intervention, so they just tweak a few numbers in the beginning of the expansion and then they can leave it like that for years.

    4. World PvP was the only place where the above narrative didn't work, and without any PvP balancing, it went completely out of control. They still don't want to deal with world PvP, so they are killing it completely in BfA.

From all of the above, the following conclusion comes to mind:

They just don't want to deal with PvP. They want to isolate it in it's own corner of the game and just leave it there until the end of time.

They are even making a horde vs alliance expansion, without any actual horde vs alliance PvP. "Fake" other faction opponents on the islands, "fake" horde vs alliance battles... Everything except actual PvP. That speaks for itself how much they like PvP.

It's been clear they don't like PvP...they develop the game they want...which includes shoving PvE down our throats to the point where we had to do dungeons just to level our professions.

Whatever it is they do, it's too little too late. The PvP community has been all but completely dismantled over the last two expansions, there are hardly any actual PvPers left to cater to.
