Absolutely not, demonic appetite gives us a 25% on chaos strike hit of spawning a Soul Fragment, which reduces eye beam's cd for 5s.

"Still" is kind of misplaced: Even with t20/tos gear it was better to go demonic in m+, if you don't count uper karazhan.
You don't get 2-3milion dps overall with chaos blades.
The only place where cs shines in m+ is on non-tyrannical bosses that die fast anyway.
