You don't see the difference between download speeds for all internet access and differing download speeds between say Netflix, YT, or other services because your ISP doesn't think they pay them enough?
No, loading times and connection speeds are not the same thing. The connection speed you get is part of your ISP package already. This limits the data flow from a server to your location. You’ll connect just as fast... I’m sure you will have a low ping... good luck viewing the content.

Yes, in so much as the lack of net neutrality will allow existing ISPs to prevent you from founding your own.
They'll simply charge extra for anyone connecting to anyone who uses your ISP--thus making anyone who uses your ISP having to wait despite fast connection to your part of the internet. Since yours will be new you won't have any recourse.
