Why does it need to be Custom Lua? Do you want to manipulate the color of the border on runtime?
If not, and you have a predefined colorset in mind, you could just set the texture of the border to Solid, maybe the one default Blizz-Texture will do the job as well. Afterwards you set the size of the border to 1 pixel and change the Color to your likings. Done!

just want to use different color border for different set icons, so I think custom lua would be a better way
anyway, just found this template that meets my need, thanks for your reply

just use masque and a 1px skin like elvuiesque. you can set the border color for each individual weakaura in the masque settings.
