I wouldn't bet on that if it is integrated into the new infrastructure it is certainly possible.
The paid character transfer begun in mid 2006. It was originally limited to only being able to transfer between realms of the same type, and eventually opened up to allowing PvP to PvE, but not the reverse. I believe PvE to PvP came out in TBC.
Server transfers would naturally need to be in Classic, since they were a part of the game.
I also recall something like a 6 month or 1 year cooldown for specific characters, so you couldn't hop around every few days like today.

Server transfers existed in vanilla so it should definitely exist in Classic. Being stuck on a dead realm sucks.
They existed since 2006, but with certain limitations, and additionally there was a minimum wait time you had to meet before you were eligible to transfer again. http://wowwiki.wikia.com/wiki/Character_Transfer
There probably won't be too many realms open anyway, not hard to track where those jerks go if they do transfer
Yeah ninja looting is a thing, but they happened mostly in dungeons. For raids, most "serious" people would join a guild and thus this was a rarity overall (most raid "pugs" of current content in vanilla where semi-guild runs). Ninja looting really became a HUGE deal in Wrath, where pugs became common.
So yeah personal loot isn't really necessary in vanilla and it could even cause a lot of issues due to vanilla's itemization (gear wasn't really normalized so the items had a ll kinds of weird stats and auras + some classes like shamans need cloth gear etc.)
tbh we don't know yet how Blizzard is gonna exactly do it (they most likely don't know either at this point), but it would be cool to see if they'd launch multiple realms starting at 1.1 and then progressing to 1.12 (at this point all realms join battlegroups, as it was the case in 1.12, and they can start offering characters services betwen those realms). Personally, I wouldn't even mind if they went even beyond and made "1.13" (or just go to TBC)...
And they could always just launch new 1.1 realms whenever they want. This would be all possible from a technical PoV (players don't need to manually patch the client) and it gives people always the choice to either join a popular realm where their friends are in or just start at 1.1 and relieve the whole experience (and if they add extra patches for class balance and QoL stuff, then they could go with patches beyond 1.12 as I said earlier).
All in all I think this would make most people happy and it's definetly doable. Basically, it would work like Nostalrius, but only better, as Blizz could also "simulate" spells etc.
